Poor System of
Election: The Need for Enhancement
What
is No Bio, No Boto campaign?
When
Republic Act No. 10367 “An Act Providing for Mandatory Biometrics Voter
Registration” was signed into law, it then requires all voter registration
records to have biometrics information. According to the official site of the
Commission on Elections, “When you go to your local COMELEC office, your
biometrics data will be captured using the COMELEC’s Voter’s Registration
Machine. The VRM makes use of a digital camera, a fingerprint scanner and a signature pad to capture your biometrics data." Therefore, your biometrics consists of your picture,
your fingerprints and your signature. The Act comply all registered voters to undergo through the validation procedure to be
able to vote in the May 2016 elections, failure to comply with validation
process of Republic Act No. 10367 will deactivate the registration record of
the registered voter from the precinct book of voters.
We have to consider the fact that the use of different form of electoral frauds in our system of election is a long-time dilemma and rampant in the Philippines which is due to having a lighter take on people's information during the election period. For example, the person can fake her or his information to be registered in their corresponding precinct book of voters. Another form of electoral fraud which is rampant in our country is the Dead People Voting wherein the name of a deceased person remains on the official list of registered voters and a living person fraudulently casts a vote in the name of that deceased person. Therefore, as the result of
these uncontrolled electoral frauds in our county, I concurred with the
#NoBioNoBoto campaign of the COMELEC. I believed this validation procedure will
at least lessen our problems in terms of an election.
Hence, the process is reasonable for the
purpose of law. The fact that it ensures the authenticity of the information of
the voters; it is also a way to enhance cleanliness and orderliness of our poor system of election.
We have to consider things in order to change
our poor system of election. We can never attain our ideal system of election
if we use the same standards which are no longer sufficient and helpful to us.
