Terrorism has been on the
international agenda since 1934, when the League of Nations took the first
major step towards outlawing the scourge by discussing a draft convention for
the prevention and punishment of terrorism. Although the Convention was
eventually adopted in 1937, it never came into force.
Since 1963, the
international community has elaborated 14 universal legal instruments and four
amendments to prevent terrorist acts. Those instruments were developed under
the auspices of the United Nations and its specialized agencies and the
International Atomic Energy Agency (IAEA) and are open to participation by all Member States. In 2005, the international
community also introduced substantive changes to three of these universal
instruments to specifically account for the threat of terrorism.[1] One
of those is the Counter-Terrorism Implementation Task Force (CTITF).
The Counter-Terrorism
Implementation Task Force (CTITF) was established by the Secretary-General in
2005 and endorsed by the General Assembly through the United Nations Global
Counter-Terrorism Strategy, which was adopted by consensus in 2006. The mandate
of the CTITF is to enhance coordination and coherence of counter-terrorism
efforts of the United Nations system. The primary goal is to maximize each
entity‘s comparative advantage by delivering as one to help Member States
implement the four pillars of the Strategy, which are:
1. Measures to address the conditions conducive to the spread of
terrorism;
2. Measures to prevent and
combat terrorism;
3. Measures
to build states’ capacity to prevent and combat terrorism and to strengthen the
role of the United Nations system in that regard;
4. Measures to ensure respect for human rights for
all and the rule of law as the fundamental basis for the fight against
terrorism.[2]
The information stated above
is all available online in the official website of United Nations. This is made
visible inorder to inform the public worldwide. Since, todays’ age, internet is
the fastest way to deliver or convey message.
It has different platforms
of usage; it can spread laughter, love and sadness etc,. But, worldwide was in
outrage towards the spread of un-humanitarian videos of ISIS or Islamic State
in Iraq and Syria Terrorist. They flaunt the beheadings of different people,
the burning of person to death, rape women and kill many innocent people
including children, which were all spread online. Their Jihadist (a Muslim who
advocates or participates in a jihad) in a Jihad or in a war fought by Muslims
to defend or spread their beliefs, is in no-doubt in sacrificing their own life
which cost hundreds to thousands of innocent lives. And all of this is to convey
fellow Muslims worldwide to support them and spread terrorism and threat using
the perks provided online or in social media.
These terrorists believe
that they are in a Holy War or Jihad. They believe that by doing that terrorism
attack they glorify and follow the teachings of the Prophet Muhhammad described
in Quran. But Islam (their religion) is a religion of peace.
Logically speaking,
terrorism is definitely opposite with peace. The Arabic word for war is ‘al-harb’.
In religious sense described in Quran, it is jihad. It has many meanings. It can
refer to internal as well as external efforts to be a good Muslims or believer,
as well as working to inform people about the faith of Islam or religion of
Peace.
If it is their goal to spread the good faith of
Islam, then why kill people who don’t have the capacity to defend themselves.
Their objective is definitely crooked with their doings. They tainted un-humane
blood to their religious ethnicity. They definitely are practicing Un-Muslim
customs.
The threats that they are
spreading online is very blood-boiling. But it scares us in disturbance of
peace. We don’t know when, where, how or who will be the next victim of this
cold blooded Terrorists who claims to be serving Allah. Even whose own brothers
and sisters in Faith, are victims by their own rudeness. With these stated
dangers, are we still safe?
The United Nations have
various Counter-Terrorism Instruments including CTITF. It measures to address
the conditions conducive to the spread of terrorism. But it seems their effort
to safeguard peace is not enough to stop the ISIS who is a threat to every
nation worldwide. They are also tasked in measures to ensure respect for human
rights for all and the rule of law as the fundamental basis for the fight
against terrorism. I believe everyone would agree that the respect to human
rights fundamentally the right to life is violated aggravatedly.
The measures sewed by the UN
are not enough to stop the wickedness. The ISIS terrorist must vanish in order
for our brothers and sisters’ Muslim can spread the real essence of good faith
and teachings of Islam in peace. The war against terrorism must end. But the
question is; when can we truly win this war without bloodshed-stains that will
be recorded in world history?
